National Health Insurance

All international students are required to join the National Health Insurance program regardless of their period of stay. However, if you are a spouse of a Japanese national and are already part of another health insurance program (such the Health Insurance Association or Kyousai Association), you are not required to register for National Health Insurance.
You are responsible for paying the insurance premium. When you visit a hospital or undergo medical treatment, you will only need to pay 30% of the total charge.

How to Register for National Health Insurance

You can complete the procedures to join the National Health Insurance program at the Insurance and Pension Division at City Hall. After registration, your National Health Insurance Card will be sent to you by mail. Before leaving Japan, please make sure to return your National Health Insurance Card to City Hall and settle your premium. If you move to another city, you must join the insurance at the City Hall of your new residence.

How to Pay the Premium

Health insurance premiums vary depending on your income and your place of residence. For singles with no income, it is approximately \20,000 for one year. The premium will be billed in 10 installments from June to March. If you join in April or May, the payment slip will be mailed by mid-June. If you join in any other month, the slip will be mailed by the middle of the following month. You can choose to pay either by automatic deduction from your bank account or by paying with the payment slip every month at a convenience store or bank.

Premium Calculation and Reducing Your Premium

National Health Insurance premiums are determined by last year`s earnings from January 1 to December 31. Those with lower earnings qualify for a reduced premiums. Be sure to report your earnings. Failure to apply can result in increased premiums. For further information, ask the Insurance and Pension Division at City Hall. 【Yamaguchi City】

Fill out an “Application for Resident Tax” at the Resident Tax Division at City Hall every year between February 16 to March 15 to report your earnings. If you forget to apply, ask the National Pension Section, Health National Pension Division at the City Hall.

【Ube City】

Every year around March, City Hall will mail out forms to ask about the last year`s earnings. Fill in the required section and turn it in to the National Pension Section, Health National Pension Division during the given period.

Emergency Medical Insurance for International Students

Yamaguchi University set a call center that operates around the clock to secure your safety and well-being. This service is available for international students admitted officially by Yamaguchi University.

Basics

  • Although the call center is located off-campus, Yamaguchi University receives information about the support it provides.
  • In the event that you need assistance from a medical interpreter to communicate with medical staff at a hospital or other medical establishment, telephone interpreting will be provided through the call center.

Remarks

  • All students must join the Emergency Secure Plan including the 24/7/365 call center provided by the university’s emergency management firm. Paperwork and expenses will be taken care of by Yamaguchi University.
  • All students are required to join the emergency medical travel insurance plan designated by Yamaguchi University. Paperwork and expenses will be taken care of by Yamaguchi University.
  • Students must provide necessary information regarding their study-abroad at Yamaguchi University in advance in order to complete procedures to study at the university and sign up for the Emergency Secure Plan and insurance. Personal Accident Insurance for Students Pursuing
Education and Research

All students, including research students and auditors, must take out this insurance (except for Department of Health Sciences). This insurance covers accidents that occur on campus during lectures, experiments, and other school events, and includes commuting to and from school. To register, please fill out the form that is distributed to you at orientation and pay at the post office for the expected duration of study. For further information, please contact the Student Service Section, Student Support Division, or refer to the JEES website.
Students belonging to the Department of Health Sciences must join a separate insurance policy (WILL). For further information, please contact the Education/Student Support Section, Educational Affairs Division, Faculty of Medicine and Health Sciences.

Personal Liability Insurance for Students in addition to the Disaster and Accident Insurance for Students indemnifies students against personal liability provided for by law for injury caused to a third party or property damaged during regular curricular activities, school events, internships, and while commuting to and from university, etc. This insurance should be joined to indemnify against accidents where a third party is injured while riding on a bicycle. (Insurance premium:¥340 per year)

Student Health Insurance Association

Student Health Insurance subsidizes part of the medical expenses required in the event of an accident, illness or dental treatment. For medical treatments that are covered by the health insurance policy, 50% of the medical expenses will be subsidized. The maximum amount per year that can be subsidized is ¥60,000. Those who do not join the National Health Insurance program cannot receive this support.
Union dues are ¥2,500 a year. Dues should be paid in one lump sum by a payment form distributed at orientation. For Tokiwa Campus, contact the Student Section, Educational Affairs Division, Faculty of Engineering (TEL:0836-85-9011). For Kogushi Campus, contact the Education/ Student Support Section, Educational Affairs Division, Faculty of Medicine and Health Sciences (TEL: 0836-22-2099).

*Students of the United Graduate School of Agricultural Sciences, Tottori University cannot purchase this insurance.

High Medical Expenses

In the event that one person pays for a high cost medical expense at a medical institution during a one month period, the person should fill out an application at the city’s Insurance and Pension Division. If accepted, any payment for medical expenses that exceeds a set amount will be refunded to the applicant’s bank account within a two to three month period. If you are scheduled to be hospitalized for treatment, please notify the International Student Support Office of your situation. We can help you apply at the city’s Insurance and Pension Division to get the remissions for fees for food in the hospital and for medical expenses that exceed a set amount.
